Board of Personnel Appeals
The Board Of Personnel Appeals (BOPA) is a five-member quasi-judicial board charged with providing appellate level review for matters involving the Collective Bargaining Act for Public Employees.
Members of BOPA are appointed by the Governor in accordance with Montana Code Annotated 2-15-1705. Board membership is comprised of an equal number of management and labor representatives, a presiding officer with knowledge in the field of labor relations, and alternate members.

These are common forms used in filing cases before the Board of Personnel Appeals. Parties to cases before the Board are encouraged to use this format, although a form of your own construction is acceptable provided the form contains the same substantive information as the forms found at this website. When submitting a case to the Board the original hard copy should be submitted along with three copies of the original. Roster of Arbitrators
As part of its statutory obligation, the Board of Personnel Appeal maintains a roster of qualified arbitrators to hear disputes arising out of collective bargaining agreement interpretation in the public sector, State of Montana, political subdivisions of the State, and school districts.
To view the resumes of arbitrators currently on the roster, select the name of the arbitrator and a PDF version of their resume will be displayed.
The parties to the arbitration as well as arbitrators wishing to be included on the roster or arbitrators currently on the roster should be aware of the disclosure of 27-5-116 Montana Code Annotated. See the Statute for more information.
Arbitrators who want to modify their resumes or who wish to be considered for inclusion on the roster can submit a PDF resume for consideration by the board by emailing DLIERDBOPA@mt.gov.
